Who should be allowed access to city employee personnel records, and who should have that access, was at the center of a debate over proposed changes to the city’s personnel manual at the Feb. 9 meeting of the Custer City council. A resolution before the council would have changed wording in the manual that dealt with the confidentiality of employee records. The portion being debated read, in part, “All employee records are confidential. Such records shall be accessible only to the individual employee, and the employee’s supervisor and the decision-making authority affecting the individual employee’s employment status.
